Why does my Nissan Altima sputters when I sit at a long traffic light?

My 2001 Nissan Altima, sputters when I sit at a long traffic light. I have had the throttle body clean, the air/fuel filter replace and a tune up. One thing mentioned was that my car should use NDK spark plugs, but I do not have them. My car never stalls, it only sputters. But when the air conditioner is on the car idle is smooth. Any ideas? Thanks!
